Biography
Javier Perez de Cuellar is Diplomat of Peru, a Secretary-General of the United Nation (1982-91). Born in Lima, Peru on, 19 January, 1920. Completed his education from Lima University, and involved himself on a career in the Diplomatic service for Peru. And representing his country in the 1st United Nation assembly in 1946. After the resignation of President Fujimori in 2000, Mr. Perez de Cuellar became Prime Minister and Foreign Minister in the Transitional Cabinet of Peru. He is a Lawyer by profession and a career diplomat, now he has retired.
In 1940, Mr. Perez came into Peruvian Ministry of Foreign Affairs and in 1944, Diplomatic Service, he was also been active as Secretary at the Peruvian Embassies in France, Bolivia, Brazil and United Kingdom, And also serving as Counsellor and Minister Counsellor at the Embassy in Brazil. Mr. Perez was Ambassador of Peru to Venezuela, Russia and Poland. In 1971, he was recruited for Permanent Representative of Peru to the UN, and served his country's delegation in the Assembly for all the sessions till 1975. In July, 1974 when Cyprus Event was held Mr. Perez represented his country in the Security Council, leading as President of the Council. On February 27, 1979, he was honored as United Nations Under-secretary-General for Special Political Affairs.
He was also appointed as Professor of International Law at Peru's Academia Diplomatica and Professor of International Relations at Peru's Academia de Guerra Aerea. In 1964, Mr. Perez has written Manual de Derecho Diplomatico which is Manual of Diplomatic Law.
In 1988, Mr. Perez was the person who personally involved in the Cease-Fire which ended the Iran-Iraq War, and also served for Cambodian peace in 1991. For developing his career he was honored by some 25 countries. He won the award of the "Prince of Asturias Prize for the growth of Ibero-American co-operation" in October, 1987. He was honored for the "Olof Palme Prize for the International Understanding and Common Security" by the Olof Memorial Fund in January, 1989. He was also awarded with "Jawaharlal Nehru Award" for International Understanding in February, 1989.
